A rear derailleur (often referred to as a 'rear mech') is the mechanism that moves the chain from cog-to-cog on the cassette at the rear of the bike. A front derailleur (also referred to as the 'front mech') shifts the chain from across the chainrings at the chainset, where your pedals attach. Not all bikes have a front derailleurs and this is known as a one-by or 1x set up.
